The Committee members stated that "analysis of efficiency of special departments in charge of fighting corruption and organized crime under the Security Service of Ukraine for the period in question affirms the lack of professional systematic and target-oriented work aimed at settlement of priority tasks related to combating corruption, organized crimes, smuggling, legalization of illegally obtained income, international drug dealing".
The People´s Deputies believe that "alleged achievements of special departments in charge of fighting corruption and organized crime under the Security Service of Ukraine (increase of results in comparison with the last year) come to accumulation of criminal cases and protocols on corruption actions, which as a rule leads to substitution of work of divisional police inspectors of internal affairs bodies".
According to the People´s Deputies, main reasons for the abovementioned shortcomings in the organization of investigation and search activity are as follows: "wrongly defined priorities in work, insufficient cooperation between national and foreign law enforcement agencies, lack of reasonable personnel policy in the Chief Department for fighting Corruption and Organized Crime under the Security Service of Ukraine".
The Committee unanimously resolved to adjudge the work of the Chief Department for fighting Corruption and Organized Crime under the Security Service of Ukraine for 9 months of 2008 to be unsatisfactory.
The Committee resolved to appeal to the Prosecution General of Ukraine with a request to study legitimacy of opening and conduct of investigation and search operations by the special departments in charge of fighting corruption and organized crime.
